Reminder Concerning China Customs Advanced Manifest (CCAM) 2018-10-30

Dear Valued Customer,

On June 19, 2014 Milgram wrote to our clientele concerning CCAM that became mandatory for trade emanating from or destined to China. CCAM became mandatory on June 30th of that year.

On May 30, 2018 (earlier this year) we wrote to our clientele explaining that the Chinese Government had added data elements to those that were required previously, namely identification codes for both the consignee and consignor for each shipment. At that time Milgram offered advice (as was and still remains the apparent consensus Trade) that the numeric part of the Canadian Business Number (B.N. for short) suffices as a valid credential for Canadian shippers and consignees in CCAM.

The elaborated set of data elements became mandatory on June 1, 2018.
 
All of the required information has to be reported to the Government of China at the preload stage.
 
The responsibility for that falls onto the freight forwarder that takes charge of a particular consignment; the freight forwarder not only reports the information on themselves as well as their counterpart on a transaction (i.e. forwarder to forwarder) but also the underlying transport parties (consignors and consignees) for shipments that travel under their care.
 
It is necessary for Canadian consignees to provide their B.N. to their shippers in order for that information to find its way into CCAM; failure to provide a B.N. can and will be expected to have negative consequences for a shipment.
 
This is a reminder for those clients who have not yet provided B.N.’s to your Chinese suppliers of buyers, please do that either separately (in the form of a memorandum) or together with your purchase order for any upcoming shipments.
