Weather and post-Eid rush clogging Chittagong 2018-07-05

Milgram’s Bangladeshi agent has advised the following:
 
Post Eid import deliveries are at its peak causing huge traffic jams inside the port badly obstructing and hampering vessel operations and gate in/out of vessel boxes meant for direct removal from hook point like empties and to hook point for exports and to CYs (Container Yards). The traffic jams become more stagnated and severe during the rains encroaching onto the jetty/ship’s hook operating area causing operations disruptions for hours together.

Due to the queue of waiting vessels reaching 25-26 vessels, CPA (Chittagong Port Authority) has been on occasions trying to accommodate up to 6 vessels at the GCB but in doing so, these additional vessels are impacting upon the ground space and logistics of GCB (General Container Berth) causing CY congestion resulting in slow discharging operation of vessels.  The CCT/NCT (Chittagong Container Terminal / Newmooring Container Terminal) area seem perpetually under CY congestion and traffic jams with inadequate number of trailers required to handle the operations of this area.

The berthing delays are at 7-8 days for NCT and 6-7 days for GCB. The ongoing monsoon weather is not only hampering operations inside the port but also the dreadful street conditions outside from/to ODCYs (Off-Dock Container Yards) to port.

Please also be  aware that almost Chattogram has been badly inundated as a result of heavy rains on 1st - 3rd July, 2018, resulting in flash floods in most of the areas of Chattogram.  
 
In the circumstances, we trust you will highlight this to your shippers whose cargo may have been affected while in transit for stuffing or in waiting for shipment at various container yards of Chattogram.
Furthermore, any wet damage cargo claims originating from Bangladesh during the this period shall have to be viewed circumspectly as these may have arisen as a result of the above flooding and not as the result of any faults of the carriers.
