U.S. Announces Additional Tariffs on Imports of Steel and Aluminum

The President of the U.S. Imposes Additional Duties on Importations of Steel and Aluminum 2018-03-12

On March 8, 2018, the U.S. President signed two presidential proclamations introducing new tariffs to be imposed on steel and aluminum products. Steel products will have a 25% safeguard tariff and aluminum products will have a 10% safeguard tariff.
These tariffs will go into effect on any impacted goods entered or withdrawn from warehouse on or after 12:01 am on March 23, 2018 and would be in addition to any duty rate currently applied to the HTS.
Canada and Mexico have been specifically excluded from the additional tariffs for now, and other countries that have a security relationship with the U.S. may petition the U.S. to seek alternative ways to address the threat caused by steel and aluminum imports from their region.
U.S. companies may also seek a request for exclusion on specific exporters, and instructions for those petitions will be published by the Secretary of Commerce no later than March 18, 2018.
If after petitioning and consultation with other government agencies it is determined that such steel or aluminum products are not produced in the U.S. in a sufficient and reasonably available amount, or of a satisfactory quality, the secretary may issue a Federal Register notice amending the tariff treatment of that article. If such a non-availability determination is made, the modification of the tariff measure will be effective March 23 as well, thus it is possible that it will be retroactive.
