CITT Continues its Finding of Dumping on Pup Joints from China

Pursuant to an Expiry Review the CITT Orders Anti-Dumping Measures to Continue on Pup Joints from China 2017-04-20

In August 2016 Milgram reported on the initiation of an expiry review concerning the dumping and subsidizing of pup joints originating in or exported from the People’s Republic of China. The Canadian International Trade Tribunal’s (CITT) previous finding was scheduled to expire on April 9, 2017
 
Under the Special Imports Measures Act (SIMA), findings of injury or threat of injury and the associated special protection in the form of anti-dumping or countervailing duties expire five years from the date of the last order or finding, unless an expiry review has been initiated before that date.
 
On April 7, 2017 the CITT published its Order to continue the anti-dumping measures on the goods in issue. On the basis of this review, the CITT finds that, if the finding is rescinded, the likely resumption or continuation of the dumping and subsidizing of the subject goods will likely cause material injury to the Canadian domestic industry.
 
The subject goods are usually classified under the following 10-digit HS classification numbers: 7304.29.00.81 and 7304.29.00.89. Please note these HS codes are for convenience of reference only. Refer to the product definition for authoritative details regarding the subject goods.
 
The subject goods are defined as follows:
 
“Oil country tubular goods (OCTG) pup joints, made of carbon or alloy steel, welded or seamless, heat-treated or not heat-treated, regardless of end finish, having an outside diameter from 2 3/8 inches to 4 1/2 inches (60.3 mm to 114.3 mm), in all grades, in lengths from 2 feet to 12 feet (61 cm to 366 cm), originating in or exported from China.”
